John R. Carruthers

Dr. John Carruthers serves as the Chair of the Public Safety Management (PSMT) Program, which includes the Public Safety Management (PSMT) degree completion major as well as the new major in Safety, Security & Emergency Management (SEMT). Dr. Carruthers joined Franklin after completing more than thirty five years of service as a law enforcement officer. He began his law enforcement career with the Virginia Beach Police Department after completing a four year tour of active duty with the U.S. Marine Corps. Subsequently, he served for nearly twenty five years with the Columbus, Ohio Division of Police, serving another ten years as Chief of the Bexley, Ohio Police Department. His long history of leadership in public safety is complemented by more than 20 years of combined active duty and reserve service in the U.S. Marine Corps, U.S. Army Reserve and the Ohio National Guard, in both non-commissioned and commissioned ranks. Dr. Carruthers has served as a member and past president of NetCare Corporation Board of Directors, a Life Member of the Ohio Association of Chiefs of Police (OACP), a past member and chair of the OACP Professional Services Committee, and member of the OACP’s Certified Law Enforcement Executive (CLEE) Board of Directors. Dr. Carruthers' academic and research interests include leadership and management in public safety agencies, ethics and public safety management, and higher education for public safety personnel.
