and
of Institutional Compliance& Government Relations

Columbus, Ohio – Franklin University, one of the leading educators of working adults in central Ohio, is pleased to announce that Dr. Pamela K. Shay has been appointed Vice President of Accreditation & Institutional Effectiveness and Evelyn Levino has been appointed to the new role of Vice President for Institutional Compliance & Government Relations.

The roles of V.P. of Accreditation & Institutional Effectiveness and V.P. for Institutional Compliance & Government Relations were created during Franklin's June 2010 reorganization in which the University made changes to its structure to ensure that its organizational framework is compatible with the strategic tasks associated with its academic, global, and domestic expansion efforts.

In her role as Vice President for Accreditation & Institutional Effectiveness, Dr. Shay will lead the institution's state, regional, and discipline-specific accreditation and authorization activities and focuses attention on assuring institutional effectiveness.

Prior to this role, Dr. Shay served as Associate Provost for Academic Quality, MBA Program Chair, and in other administrative leadership positions at Franklin University.  Before coming to Franklin University she served as business faculty and in various leadership roles at public universities and small private liberal arts colleges.  Her entrepreneurial spirit led her to develop academic programs specific to the needs of adult learners and to establish a non-profit incubator to provide a central location for several community service agencies and organizations.  She served as Director of extended university campuses and also as Director of a Small Business Development Center.  Dr. Shay has presented at conferences and consulted for education, non-profit, government, and business organizations in the areas of strategic planning, assessment and accreditation, organizational restructuring, entrepreneurial initiatives, and training programs.  Pam's research interests focus on accreditation, regulatory compliance, continuous quality improvement in academics, strategic planning, and small business development and operations.

“Franklin’s growth and the rapidly evolving regulatory environment have intensified the University’s interaction with various regulatory and accreditation bodies,” said Dr David Decker, President, Franklin University.  “While attending to the rigorous existing compliance and accreditation requirements, Franklin must stay abreast of the evolving legislative landscape of higher education—a landscape which can and does produce new expectations and requirements.  I am confident that the appointments of Dr. Pam Shay and Evelyn Levino will position the University to well-exceed our regulatory requirements.”

Evelyn Levino, Franklin’s new Vice President for Institutional Compliance and Government Relations, formerly served as Vice President for Administration at Franklin University and Vice President for Students.  In her many roles over 18 years at Franklin she has been responsible for almost every non-academic area including  undergraduate and graduate enrollment management and student services, international student services, disability services, financial aid, transfer credit, document management, call center operations., facilities, security, technology, finance, payroll, and accounting.

Her interest in outreach and community has lead her to serve in a variety of professional organizations including OASFAA NASFAA and more recently serving as the Chair of the Discovery Special Improvement District and for Columbus City Schools Higher Education Partners.  Evelyn’s passion for helping student’s succeed and past experience leading the University through two previous HEO reauthorizations, combine with the her vast experience in higher education to uniquely position her to understand the intricacies needed to successfully navigate Franklin University through future compliance and regulatory proceedings.
