After attending this seminar, attendees will:

  • Demonstrate their understanding of the Teen Brain/Developmental Approach to Youth/Policing
  • Demonstrate the transformation from Community Policing to 21st Century Policing through concepts from the President's Task Force on 21st Century Policing
  • Demonstrate an understanding of bias; explicit and implicit as related to interaction with citizens, especially youth
  • Demonstrate an understanding of the Teen And Police Service Academy (TAPS) and its outcomes

Presenters:

Dr. Everette B. Penn, TAPS Co-founder and Professor of Criminology at University of Houston - Clear Lake

Dr. Everette Penn holds a Bachelor’s degree in Political Science from Rutgers University, a Master’s degree in Criminal Justice from Texas A&M University and a doctorate degree in criminology from Indiana University of Pennsylvania. Dr. Penn works with several programs in Behavioral and Cultural Sciences. He is the Founder and Principal Investigator for the Teen and Police Service Academy, a Department of Justice/COPS Office funded program (www.TAPSAcademy.org). Dr. Penn has authored dozens of publications on juvenile justice, race and crime and homeland security, including the books Race and Juvenile Justice and Texas Juvenile Justice.

In 2005, Dr. Penn was named a Fulbright Professor of American Studies in Egypt. He currently serves on the Board of Directors for the Fulbright Alumni Association and Chairs the Diversity Task Force. He continues to teach several courses at the graduate level including: Race and Crime and Graduate Criminology Seminar and Internship.

Assistant Chief Brian Lumpkin (Ret.):East Patrol Command, Houston Police Department and TAPS Co-founder

Brian Lumpkin is a retired Assistant Chief of Police with over 34 years of police experience. A veteran of the Houston Police department, Chief Lumpkin was assigned to East Patrol Command, which oversaw the patrol operations at four patrol stations. He has extensive experience in the development and implementation of police initiatives that have been proven to enhance community trust of law enforcement. Throughout his career, he has received numerous awards and community commendations for his ability to address community problems. In addition to serving as a training consultant for Strategies for Youth, Brian is an adjunct instructor at the University of Houston-Clear Lake and an instructor at the University of Illinois.

Assistant Chief Lumpkin holds a Bachelor of Arts Degree from Lycoming College and a Masters Degree from the University of Houston – Clear Lake. He graduated the FBI Academy in 2000. He is both a SARA instructor and TCLEOSE certified Master Instructor and is a chair of the TCLEOSE Patrol Curriculum. He is also certified to train in these areas: Special Response Group, Bike Patrol, and Differential Response Team.
