Important Update: Changes to F-1 Student Immigration Regulations

The U.S. Department of Homeland Security (DHS) has published a final rule that will make significant changes to the way F-1 students are admitted and maintain their immigration status in the United States.

The rule is scheduled to take effect September 15, 2026.

What is changing?

The final rule will replace the current Duration of Status (D/S) model with a fixed period of admission for many F-1 students.

Under the new framework:

• F-1 students may be admitted to the United States for a specific period of time based on their program of study.
• Students who need additional time to complete their program may have a different process for requesting an extension of their authorized stay.
• Changes to programs of study and transfers between schools may be subject to additional restrictions.
• The amount of time students have to remain in the United States after completing their program may change.
• International travel and reentry may have different implications depending on a student's circumstances.

What does this mean for current students?

Not every student will be affected in the same way. The impact may depend on factors such as when a student entered or reenters the United States, their current immigration status, their program of study, and whether they make changes to their academic program.

Students should continue following current F-1 requirements unless OISP provides different guidance.

What should students do now?

At this time, students should:

• Continue maintaining their F-1 status and following current OISP guidance.
• Keep their passport, visa, and immigration documents valid.
• Contact OISP before making significant academic or immigration-related changes.
• Contact OISP before international travel if they have questions about how the new rule may affect their circumstances.

OISP is continuing to review the final rule and implementation guidance. We will provide additional information as guidance becomes available and as Franklin updates its procedures.
