Our Leaders

David Decker, Ph.D.
President

David R. Decker joined Franklin University as its President in 2007. Under his leadership, Franklin focuses on the demonstrable achievement of student outcomes, through which graduates are empowered to rise in their professions and to strengthen their contributions to their families, communities and employers. Franklin University has become a doctoral-granting university under Dr. Decker’s tenure, and has also established a world-class Instructional Innovation Center focusing on enhancing student learning and student success. Dr. Decker graduated from Grinnell College, holds the M.A. and Ph.D. from the University of Kansas, and earned the M.B.A. from the Wharton School of the University of Pennsylvania. Marv Briskey, DBA
Senior Vice President,
Chief Financial and Investment Officer

Marv Briskey joined Franklin University as Chief Financial Officer in 2006. Dr. Briskey serves as the Senior Vice President & Chief Financial and Investment Officer. Under his leadership, the Chief Financial and Investments Office focuses on providing both strategic and programmatic support to the University. The Chief Financial Officer establishes and communicates fiscal oversight for $127 million in net assets and a $123 million investment pool. The CFIO Team reviews and establishes internal control procedures to safeguard financial and human capital assets. Dr. Briskey holds a Bachelor of Arts in Accounting and Economics from Hillsdale College, a Master of Business Administration in International Finance from Capital University, and a Doctor of Business Administration from Baker College. Additionally, Marv serves as the President of the Ohio Association of College & University Business Officers (OACUBO), Treasurer of Junior Achievement of Central Ohio, and on other investment advisory boards. 

Carl Brown
Vice President, Real Estate and Campus Services

Carl W. Brown joined Franklin University in 2009 and supports the University’s campus auxiliary services, including security services, purchasing and facilities management, oversight of construction and renovation projects, and serves as the University’s primary real estate liaison to the President. Carl has been a licensed real estate agent for over 30 years and brings over 35 years of experience in the oversight of operational and construction support services. He brings a philosophy of good fiscal stewardship, value engineering, and service to others in his approach to management and leadership. Carl studied Industrial Design at The Ohio State University with an emphasis on interior space design and visual communications. He earned both a Bachelor of Science in Applied Management and a Master of Science in Business Psychology from Franklin University. Carl helps to represent Franklin University in the community by being a member of the Discovery Special Improvement District board on which he currently chairs.

Christi Cabungcal
Chief of Staff and Senior Vice President, Administration

In her role as Franklin University’s Chief of Staff and Senior Vice President for Administration, Christi Cabungcal is a member of the president’s cabinet and key administrative leader. She works to support the achievement of organizational goals by aligning Franklin’s human capital and infrastructure strategies, along with overseeing the Office of Community Relations, with the University’s mission and strategic plan. Christi also provides leadership for Franklin’s Marketing Department and spearheads strategic initiatives to promote and enhance the organization’s brand and outreach. In her role, Christi partners with university leadership to promote a culture of collaboration, empowerment, and achievement. Christi earned a bachelor’s degree in psychology as well as an MBA from Otterbein College. Christi served on the Board of Directors for Goodwill Columbus for nine years and continues to be a strong supporter of their work.

Bill Chan
Senior Vice President, Strategic Alliances

Bill Chan is the current Senior Vice President of Strategic Alliances for Franklin University, where he has helped to build and expand the University’s national reach through community college and corporate partnerships since 2002. Bill has been vital to the growth of the university’s Community College Alliance program, where his team has spearheaded the establishment of over 130 community college partnerships across the United States. He has also been instrumental in the establishment of Franklin’s workforce development initiative, FranklinWORKS, which has grown to over 120 partners with Fortune 500 companies, organizations and non-profits. His partners centric focus and creative mindset has developed innovative transfer products such as Pathway Portal for community colleges and no-out of pocket programs such as U-Learn and Earn + Learn for corporate partners. Bill earned his MBA at Franklin University, his Bachelor of Science in Business Administration from Hiram College, and a Bachelor of Science in Communications from Kent State University.

Jonathan McCombs, Ph.D.
Vice President of Academic Affairs

Jonathan serves as the Vice President of Academic Affairs at Franklin University, where he leads the academic enterprise with a focus on innovation, collaboration, and student success. With more than 25 years of experience in higher education, Dr. McCombs has built a distinguished career around developing strategic partnerships that expand access and align education with workforce needs. He has led initiatives that connect employers, public agencies, and industry partners to create programs integrating workplace learning with academic achievement. As co-founder of the Center for Public Safety and Cybersecurity Education, he continues to advance collaborative models that unite education and technology to address critical workforce challenges.

Godfrey Mendes, Ph.D.
Senior Vice President, Global Programs and Strategic Initiatives

Godfrey Mendes serves as the Senior Vice President for Global Programs and Strategic Initiatives at Franklin University, where he leads the expansion of the university’s global educational outreach. In this role, he has guided the development of international partnerships and negotiated agreements that have broadened access to online and hybrid learning opportunities, fostering greater global engagement among faculty and students. Dr. Mendes holds a Doctor of Engineering in Cybersecurity Analytics from The George Washington University, a Ph.D. in Organizational Management and International Business from Capella University, a Master of Science in Management from the University of Illinois Urbana-Champaign, a Master of Business Administration from Webster University, and a Bachelor of Arts in Organizational Management from Warner University.

Lynne Rouzer, Ph.D.
Senior Vice President, Student Affairs and Enrollment Management

Lynnette Rouzer, Ph.D., serves as the Senior Vice President of Student Affairs & Enrollment Management at Franklin University, bringing over 30 years of experience in higher education. She leads the university’s student-facing operations spanning enrollment management, financial aid, and student affairs. Known for turning strategy into measurable results, Dr. Rouzer partners closely with university leaders to align policy, process, and technology around student success. Her teams deliver high-quality services at scale, improving conversion while advancing access, retention, and completion. An advocate for continuous improvement, she leads efforts to simplify student pathways, strengthen advising and support, and modernize operations. Dr. Rouzer earned her B.S. and M.Ed. from Ohio University and her Ph.D. in Leadership in Higher Education from Capella University.

Rick Sunderman
Senior Vice President and Chief Information Officer

Richard G. Sunderman serves as Sr. Vice President, Information Services and Chief Information Officer (CIO) at Franklin University. Sunderman joined Franklin University as CIO In July 2011, bringing over 25 years of experience in technology management. In this role, he is responsible for the university’s Information Technology, Institutional Effectiveness (IE), Financial Aid, and Registrar operations. Prior to joining the University in 2011, Sunderman provided technology consulting services with Dublin Technologies, and also served as Vice President, Information Systems at Qwest Communications. A graduate of the Ohio State University, Sunderman serves on the Operations Committee of Junior Achievement of Central Ohio.
